No SftpHostFiles.config

I have installed the adapter on a BizTalk 2010 Enterprise server running Window Server 2008 R2.

I cannot get the adapter to connect to any SSH server. I see a network connection established. I can connect using WinSCP. It appears like it is timing out on the host key so I went to look at SftpHostFiles.config and the file does not exist. I looked in C:\Users\<USERNAME_REDACTED>\AppData\Local\IsolatedStorage and there is no config file. There are several nested subfolders with files so it appears that it is not a permission issue writing to that location.

Am I missing something obvious in my setup?

Has anyone find the solution to this problem ?

Please see release v1.5.0 which resolves various send/receive stability issues.
